Exam 1 has three essay-based questions. Objectively answer all questions by utilizing concepts and theories discussed in class. Effective answers for each question will usually be at least three paragraphs in length and consist of approximately 400-500 words. Feel free to use your books and notes.
1. Explain the concept of the politics/administration dichotomy. Describe the origins of this concept and how it influenced the public sector and the field of public administration. How does the politics/administration dichotomy influence different types of accountability in the public sector? Does the politics / administration dichotomy help us understand the policy execution and policy formation roles of government? Explain.
2. You are the Director of a citys sanitation department. The sanitation department is organized like a classic bureaucratic structure with leaders at the top of the organizational hierarchy (i.e. you as Director), a few division leaders who help design garbage pick-up routes that maximize efficiency (acting as middle management), and lower-level employees who just execute the physical task of picking up garbage. Recently, your lower-level employee John applied for a promotion in your department to be a middle-management team leader. John wanted to become the Division Director for the Southeastern part of the city, a position that included a sizable increase in salary.
After careful deliberation, you decided not to promote John. Instead, you hire Tim. Tim is another employee in your department with slightly more experience.
After John is denied this promotion, you notice him becoming less and less excited about his work. Overall, he appears less cheerful and even seems less interested in his work. Numerous complaints have also emerged from citizens on his garbage route. Apparently, John is forgetting to pick up garbage at certain houses.
As a Director of this department, how would you solve this problem with John? What specific management techniques would you use to try to identify Johns problem and improve his motivation? Make sure to include theories, models, or techniques discussed either in class or in the text.
3. Define e-government and the role it plays in todays public administration. What are the benefits and weaknesses of e-government? What is the value of e-government? What does it help to achieve? Though many Americans have access to the Internet, should government services be tailored based on access? Why or why not?
