Intelligence Oversight (IO) Mechanisms

  

For this activity you are asked to research how the IC agency you selected for your IC Capabilities Statement is impacted by Intelligence Oversight.
 
The module learning outcome addressed in this activity is:
 
·         Apply Intelligence Oversight (IO) mechanisms to a specific IC agency (CO #3).
 
The activity for this week requires you to create an outline and a summary to address Intelligence Oversight in the IC agency you identified in your capability statement.
 
Outline
 
·         Your outline (maximum of 3 pages) should address the topics and questions advanced in the three numbered items below.
 
Summary
 
·         Your summary (maximum 500 words) should address: The current Intelligence Oversight policy of your agency (if the agency has a published policy). If there is a published policy state in your own words what civil liberties are protected and if there are any liberties that remain vulnerable. If you cannot find a published policy, state in your own words what liberties are vulnerable and should be protected. The summary conclusion will address your thoughts on the balance between what your selected agency needs to collect on to safeguard national security and what should not be collected on that may violate civil liberties.
 
Research your agency to identify:
 
1.      Historical activities or violations of Intelligence Oversight. Has your agency been reported in the press, government publications, or whistleblower to have violated American civil liberties?
 
2.      What are the current Intelligence Oversight policies that regulate your selected agency in regard to IO?
 
3.      Based on the capabilities and mission of your selected agency, what potential areas do you assess that agency has the capability to violate civil liberties in the future? If you cannot identify any, explain why you determined that your selected agency does not have any future IO concerns.
 
Please note: If your agency is a Law Enforcement agency, address the three questions above based on your agency’s intelligence directorate. As part of summaries for a Law Enforcement agency, include whether your Law Enforcement agency has the same concerns with IO as other IC agencies.
