Criteria 

HISTORY AND EVOLUTION
What were the historical circumstances surrounding the enactment of The Social Security Act? Why are those circumstances unprecedented? How has the Act changed since 1935?

CURRENT IMPLEMENTATION
How is the Act currently implemented? How does the Act pay for itself? What are the problems it currently faces?

ADEQUACY, EQUITY, EFFICIENCY
To what extent is the Act ADEQUATE (sufficient enough) to live on)? To what extent is it EQUITABLE (treat all similarly situated people the same)? To what extent is current [public] implementation EFFICIENT (or could the private sector do a better job)?

WRITING AND MECHANICS
Your paper should: (1) be understandable at first read, (2) utilize an expository, third-person, professional voice [not first-person or colloquial], (3) support every factual claim with a peer-reviewed citation [I need at least 10 unique citations], (4) Paper should be at least 5 pages of substance [this does not count reference or title pages], (5) adhere to APA formatting
