In your introduction, you must introduce to the lay reader what HIV is, some historical context, and dive deeper into the epidemic. How was this raised to the issue of public interest? Historically, there were other actors who brought about the change to make this a public health concern other than the WHO. Make it clear what policy you want to address in discussing HIV. Once you chose one then use it as your platform. Make sure that you discuss rather the policy created is effective. Make sure to do the conclusion.
Your paper must answer the following questions:
Describe the public health issues and what communities are most impacted by these public health issues.
Through the lens of the policy-making process how were the public health issues raised to a policy or legal reform?
Describe the actor and the roles each played in making this a public health issue.
What was the government response to the policy issue you chose?
If the policy issue was moved to the courts, describe how the courts impacted the response.
Determine rather the policy created was effective in achieving its intended results.
Provide recommendations that will increase adherence to the developed policy.
