Within your memo answer the following questions with as much details as possible:
What organization you have selected (including relevant background information about it)?
What is your affiliation is with that organization?
What do you intend to propose (again, including relevant background information about the history of the issue or problem you are addressing)?
How will you meet the budget requirement of the proposal? How will some monetary amount fix your problem?
Who are the appropriate decision-makers for your proposal audience?
What are some preliminary thoughts on how you might go about crafting a successful proposal
