Social movements often erupt unexpectedly and with little warning when individuals or groups that were previouslyat least outwardlypolitically quiescent suddenly begin to mobilize. What accounts for such unexpected cycles of social mobilization and protest? Are changing conditions and circumstances (i.e., structural or institutional conditions, power relationships, etc.) essential for movements to erupt, or is mobilization better explained in terms of changes in political consciousness and identities? Provide examples from our readings to illustrate your arguments.
