Executive Order 12333 directs the head of each Intelligence Community element to develop and implement procedures to implement Part 2 of the Order. The FBI implements Part 2 through the FBI Domestic Investigations and Operations Guide (2011). DOD implements Part 2 through DOD Regulation 5240 1-R Procedures Governing the Activities of DOD Intelligence Components that Affect United States Persons (1982).
