Semi-permeable means that the membrane will let water pass but not sucrose in this specific instance. The higher solute percentage being dissolved in water, the less water molecules there are per unit volume of the solution. Water will defuse to where the higher percentage of a solution is until the concentration of solute and water is equal on both sides of the membrane.
