1- Facilities
Frontline EMS will work out of 4 facilities. These facilities will be placed in the
epicenter in each of the four quadrants (northwest, northeast, southwest, and
southeast). This will allow for standardized response and transport times. Each
facility is 6,000 square feet with six bay doors at $185,500.00 per building
(CityFeet, 2016). For the first year, the buildings will be rent that will cost of
$2,000.000. The recurrent costs to be paid annually will be the property tax and the
utilities cost. For the property tax, Frontline EMS will have to pay $10.00 per
$1000.00 of assessed value, and this comes to $7,420.00 in property tax per year.
Utilities cost per year, at $3.00 per square foot, comes $72,000.00. The total
expenses on facilities for year one is $21,420.00, and the recurrent costs for the
following years is $7000,000.
2- Deployment Plan
Based on the given information of approximately 1,000,000 residents of
emergencity, with a population density of 3,000 souls per sq. mile, and 100,000 calls
with 80,000 transports to emergency departments, we have determined to have 20
BLS units and 6 ALS chase cars to reach up to a reasonable UHU for both of the units.

3- Continuous Quality Improvement
The EMS Supervisors will be in charge of randomly selecting and reviewing reports
every day. All priority 1 calls will require review immediately to view treatment
modalities and times that the patient received certain medications or received CPR.
For example, all cardiac arrest patients that received CPR on scene will be reviewed
by the medical director on a quarterly basis. These techniques will lead to an
improvement in return of spontaneous circulation of cardiac arrest patients from
current state of 15% to 30% by the end of the contract. Also, In addition, employee
evaluations will be conducted every six months. AN employee will rate himself or
herself and then will go directly to the EMS Supervisor assigned to their area to talk
about their self-rating as well as receive an employer rating for the individual.
4- Improvement plan for ROSC
In addition to the employee evaluations and the involvement of the medical director
in the improvement in ROSC, there are additional plans that could increase the
survival rate up to 30%.
5- Community CPR program
the Frontline Company has a goal of creating a community CPR program within six
months by offering free programs in school and public places. We will be focusing
on the involvement of influential people in the community to encourage the
residents to attend such as Youtubers, Stand-up comedians, and Viners. The
Frontline Company will also have the ability to market our CPR programs through
social media. Accessibility to AEDs- The Frontline Company will have an agreement
with the government of the community for public places such as gyms, malls,
airports, and universities to have at least one AED available and easy to access. The
faster the access is to as AED for cardiac arrest patients than the better the outcome
they have.
6- Mass Casualty Incident Preparedness
We will establish a mutual aid agreement with surrounding jurisdictions to assist
Frontline EMS in the event of an MCI event in exchange for our assistance in the
presence of periods of high volume. The ALS providers and supervisors have the
ability and the equipment to triage up to 300 patients rapidly. Also, supervisors
have the responsibility to carry the medical equipment needed such as triage tags
and tapes, triage tarp kits, safety vests, and Rapid Response Kits (trauma & medical).
7- Continuous Medical Education
Every two years providers must complete a State approved 24 hour EMT or
paramedic refresher course. There will be a completion of 24 hours of additional
continuing EMS related education for ALS (every year) and 12 hours for EMTs
(every year). Classes will be held the second Thursday of every month on an EMS
topic. Ex: EMS and terrorism, pediatric intubation techniques, algorithms, protocol
changes, etc. Training credit will be based on hours attended.
