Neighborhood economic and social structure conditions directly affect the level of criminal behavior in specific neighborhoods. Many cities have labeled areas of town that are struggling with increased criminal behavior. Here in Tulsa, North Tulsa is the main area with increased criminal levels. It appears the crime has been moving south due to new low-income housing developments offered in the South Tulsa area. Other social factors include increased gang-related offenses, increased juvenile crime, more police presence, and increased homeless problem.  It also appears that within a neighborhood where the cost of the homes is under 150,000, it brings more renters and in most cases more problems. I appear that in upper-income areas, people are working, take pride in their properties and want the best schools for their children. 
Developmental and Life-Course Theories are based on the development of antisocial behavior. The effects of life and choices can impact individual well-being and ability to maintain stable housing. Risk factors increase when income decreases and homelessness increases. Crime becomes an opportunity for survival.  Personally, and professionally I see id daily in my work. Offenders are arrested on misdemeanor charges and some are their first. We see many Petit Larceny and Larceny of Merchandise from a Retailer. Many of the offender report during the court hearing, they were desperate. Creating new and innovative ways to address the cities problems by implementing programs to address their needs would be the first start in addressing crimes of opportunity.
