STAKEHOLDER ANALYSIS: AFFORDABLE CARE ACT

The Affordable Care Act gives the citizens of United States improved health security
implementing inclusive health insurance modifications that are aimed at:

Expanding the health care coverage,

Holding accountable organizations that offer insurance

Reducing health care expenses,

Making sure more choice, and

Enhancing the quality of care for all citizens of America.
The Affordable Care Act is sometimes referred to as Obamacare. Affordable Care Act
and The Patient Protection is comprised of the Patient Protection Act, Affordable Health
Care for America Act and the health care associated fields of the Student Aid and Fiscal
Responsibility Act and the Health Care and Education Reconciliation Act. Additionally, it
incorporates all reforms made to various acts such as the Health and Public Services Act and
the Food, Drug and Cosmetics Act. Amendments done on the Affordable Care Act include
rights and protections, new benefits, regulations s for organizations that offer insurance
services, tax breaks, taxes, spending, funding, the formation of committees, training, and
creation of new job amongst others.
The Affordable Care Act curbs what many individuals will incur for healthcare by
reducing expenses and demanding all precautionary care to be entirely-covered and without
charges to the people.
After Affordable Care Act abbreviated as ACA was incepted in 2010, many controversial
regulations and policies have been recommended (www.healthcapital.com, 2013). The ACA
impacts on the lives of stakeholders in various ways. The primary issue in the field of
medicine is the ever-increasing input cost. This poses a big challenge to the United States of

America’s government because the ever-increasing input charges make it hard for the
government to distribute proper resources in administering the ACA public strategy
requirements.
The US government has also taken several initiatives in implementing the Affordable
Care Act in a correct way by constantly bettering the health care quality at lower costs that
are affordable (www.healthcapital.com, 2013). The Kaiser Health Tracking Poll which was
conducted in 2013 March demonstrated that approximately 40 percent of the general public
are not supporting the Affordable Care Act and around 37 percent are backing it. The
legislative requirement approves the 37 percent (www.healthcapital.com, 2013). In the health
care industry, the major concern is the number and quality of doctors available. The
Affordable Care Act primarily focuses to address the issue of all Americans particularly the
poor. The act constituency makes the government of the United States to consider the
Judgement passed by the Supreme Court about creating emphasis that all Americans ought to
access health insurance (NYTimes, 2014).
Following are the arguments concerning ACA execution:
❖ In this case law is enforced on any individual it is a constituency.
❖ The ACA supporters contend with the information that United States is in a good
position in per capita for health expensiture. Most of the individuals are not
subsidized which adds more burden to the individuals. Health care spending is
climbing up the ladder very fast when compared to other economies
(www.huffingtonpost.com, 2013).
❖ Many US citizens are not protected under medical insurance (NYTimes, 2014).
❖ Obama’s administration argues that this act is a jurisdiction in the light of the fact that
it does not follow any particular conditions.

❖ The offenders are concerned about the cost: execution of ACA will need the
government to incur large amounts of revenue in advancing medical facilities,
arranging for equipments and doctors.
❖ Health sector’s expenditure is always inclined and increasing fast every day.
❖ Hospital stay costs very high for the US citizens, when compared to other countries
number of days stayed in hospitals are less but costs are mounting up
(www.huffingtonpost.com, 2013). This clearly indicates that private hospitals cannot
afford to provide high quality medical services at lower cost due to various factors
including higher pay demanded by doctors (NYTimes, 2014).
In this plausible solution should be such that one party ought not to win at the expense of
others. In this more coordination, co-operation, and backing for all parties are needed so as
make ACA can be made successful. In this regard, the plausible solution is to give
confidence to both the private and public health care/hospitals/associations to take part and
work together. This will curb help the government burden. This means that it will cut the cost
to the government and will not reduce economic tension.
From those who support ACA, the health tax which is incurred by every tax payer
ought to significantly go high. All the monies collected ought to be taken to the government
Affordable Care Act fund. The U.S. government can increase the monies by giving tax free
bonds and interest free to the general public, and in this scenario, the government will have
no obligation to shell out interest and people can receive tax benefits also. The present health
insurance is not enough for the citizens of the United States: as a result, government ought to
double the health insurance and compensation amount as the government is the body that
fixes these amounts. As of now, these amounts are inadequate for the Americans and the

government ought to come up with initiatives aimed at providing all the Americans with the
health insurance.

Analysing the stakeholders is essential in making predictions about both cost and benefits of
associating people in the particular health insurance policy. Analysing about stakeholders will
enable the policy makers in knowing about the interest of each stakeholders, impact on them
and enables to prioritize the appropriate stakeholder before implementation. Stakeholders are
classified broadly as customers, employers, States and providers (www.healthcapital.com,
2013). This analysis provides for more accurate information about the reforms effect on the
stakeholders. This information is being used as the key input for developing a policy, action

plans, reforming the existing policy, in the consensus developing process and provide guide
to the participatory. For any plan to be successful one has to increase the support and in
developing the consensus for policies, reform and managers should take some additional
steps for following the analysis. In this case, those information generated by this analysis for
developing and in implementing the strategic communication, negotiating plans and for
advocacy too.
Analysing the stakeholders of different policies is essential before making any appropriate
decision as discussed earlier. In this case they are broadly classified into two as shown below:

From the above analysis it is clear that the beneficiary of ACA is patients and the
citizens holding medical insurance. They are the top and this is the maximum limit. By
increasing the amount of coverage patients will get more financial support as their private
spending towards the medical expenses will dramatically decrease. In this case the medical
practitioners, hospitals and insurance company will reap the benefit with increased number of
people adopting the policy. This will be beneficial for both supporters and offenders.
