Provide real-time notification for employers of government agencies

Problem Statement
The client, Department of Information Technology is trying to obtain digital
communication services which will enable State agencies to automatically generate email
notifications and Short Message Service (SMS/text message) notifications when content
on website pages are updated or when an agency needs to send bulletins and other
regulatory new manually to target audiences.

Budget Requirements
The budget that was sought out and given to our company was to keep
the project under $100,000. This number was not set in stone, but it was
expressed that this would be the amount to stay under to keep the customer
satisfied. If our company were to exceed the $100,000 budget, for whatever the
reason may be, then we have to notify the DoIT immediately.
