Studies suggest civilians could make vital contributions to domestic WMD intelligence. Local law enforcement is likely the initial recipient of this information. Police community relations/rapport is therefore vital to identifying a credible WMD threat, yet a significant number of people are reluctant to speak to them. How do we begin a conversation about the unwillingness so many people may have about contacting law enforcement? How do we improve the situation?
